Turkish Electricity Market reform has started officially when the Electricity Market Law No. 4628 came into force on March 3rd 2001. The Law includes the fundamentals of establishing and running a liberal electricity market and it aims at establishing a legal infrastructure complying with the European “Electricity Directive”.
With the Electricity Market Law, realization of a market model was targeted which relies on licensing, mutual agreements, concept of free customer and balancing and settlement mechanism. By the introduction of EMRA into the system licensing practices have started for the participants to operate in the market. Although EMRA functions in such a modern and creative way that we are not accustomed to see in conventionally established official organizations in our country, still it necessarily requires a complicated process which involves various technical and infrastructural works to get a license in any branch of this market.
